Precautions for fuel control
① The oil overflow of the oil storage container of the tank car must be prevented. The running, flowing, dripping, leaking and spilling of oil occurring in the operation of loading and unloading of oil products in the tank truck should be cleared and dealt with in time.
After unloading the goods, it is strictly prohibited to pour oil, sludge, waste oil, etc. into the sewer for discharge, and should be collected and put in the designated place for proper disposal.
③ Oil tanks, warehouses, pump rooms, hair oil rooms and oil mixing workshops and other buildings, to remove all flammable materials.
(4) The oil cotton yarn, oil rags, oil gloves, oil paper and other materials used for oil truck maintenance and maintenance should be placed in an iron bucket with a cover outside the work room and removed in time.
Precautions for cutting off fire sources
① It is strictly prohibited to bring matches, lighters or other tinder into the oil depot, oil storage area, and oil sending and receiving operation area. Strictly control fire source flow and open flame operation.
(2) Fireworks are strictly prohibited in the oil depot, and when open flames must be used in repair operations, they must be reported to the relevant departments for review and approval, and safety precautions can be taken before fire.
(3) Before the car and tractor enter the warehouse, it is necessary to wear a fire shield at the exhaust pipe port, immediately turn off the engine after parking, and it is forbidden to overhaul the vehicle in the warehouse, and it is not allowed to start the engine during the operation.
When the railway locomotive is put into storage, the isolation car should be added, the ash box baffle should be closed, and the furnace should not be cleaned in the reservoir area and stay in the non-operation area.
⑤ Oil tankers dock, do not use open flame. No fire is allowed on board.
Prevent sparks from causing combustion and explosion
① All kinds of electrical equipment used in oil depots and all workplaces must be explosion-proof, and the installation should meet the safety requirements, and the wires should not be broken, exposed and short-circuiting.
② Over the oil depot, high-voltage wires are strictly prohibited. The distance between the oil storage area and the barreled light oil warehouse and the electric wire must be more than 1.5 times the length of the electric pole.
(3) The rail that passes into the oil depot must be equipped with an insulating partition before the inlet to prevent electrical sparks from flowing from the external power supply into the oil depot by the rail.
Prevent metal friction sparks cause combustion and explosion
① Strictly implement the relevant provisions of the warehouse and operation area. It is forbidden to wear nails and shoes into the oil depot, and it is not allowed to climb oil tanks, oil tankers, oil tank cars, oil tank cars and set foot on oil drums, and it is forbidden to enter the reservoir area of mules, horses and iron wheels.
② Do not use iron tools to knock the lid of the container. When opening the lid of the VAT and the cover of the tank car, use a copper wrench or an alloy wrench that will not spark when colliding.
③ Metal containers should avoid colliding with each other in the warehouse. And you can't roll gasketless oil drums on concrete.
(4) In the unloading operation of the tanker oil products, it is necessary to avoid the collision of the unloading crane pipe when inserting and pulling out the port of the tank car or the tanker hatch. Where there is oil and gas, do not touch ferrous metal.
Prevent oil vapor concentration to cause combustion and explosion
① Oil drums, oil tanks, fuel tanks and other storage containers that have not been washed are strictly prohibited from repair and welding. The container after washing should be ventilated before welding, and if necessary, visual explosion should be carried out first.
② The barreled light oil products stored in the warehouse should be checked frequently and replaced in time if leakage is found. Air flow should be maintained in storerooms, sheds and receiving and receiving rooms for barreled light oil.
③ Underground, cave tank area, strictly prevent oil leakage, to install ventilation equipment, maintain good ventilation, to avoid oil and gas accumulation.
Transport collision prevention and leakage prevention
① Try to arrange the external interface of the tank in the sealing head position at both ends of the cylinder, because this part is not easy to be impacted.
② The valve should be built-in as far as possible to reduce the part of the valve extending out of the cylinder, which can reduce or make it free from impact.
③ The extended cylinder part of the tank car valve should be protected by a guardrail of sufficient strength to avoid the valve being impacted.
(4) Leakage alarms should be installed in the concentrated parts of the inlet and outlet valves for the tank cars containing high and extremely hazardous toxic media.
(5) Emergency plugging device should be added to tank cars containing highly and extremely hazardous toxic media, and emergency plugging measures can be taken in case of toxic media leakage.
